Job Title: Customs Manager/Qualified Officer – Bonded Warehouse Operations

Location: Greater Toronto Area, ON

Position Summary:
We are seeking a Customs Manager to oversee our Customs Bonded Warehouse (CBW) operations, with a primary focus on the accurate and compliant processing of Type 10 (Warehouse Entry) and Type 21 (Ex-Warehouse for Consumption) entries. This role is responsible for ensuring full duty deferral compliance, managing all CBSA interactions, and resolving complex issues arising from warehouse operations, inventory discrepancies, and entry corrections.

Key Responsibilities:

  • Entry Processing & Compliance: Oversee the preparation, filing, and auditing of Type 10 (Warehouse Entry) documents for all goods entering the CBW, ensuring accurate valuation, classification, and country of origin declaration to maintain lawful duty deferral.
  • CBSA Liaison & Issue Resolution: Act as the primary point of contact for the CBSA, resolving administrative monetary penalties (AMPS) and compliance issues related to:
    • C196: Failure to ensure the safety and security of goods in a CBW .
    • C204: Failure to acknowledge receipt of goods in a CBW .
    • C210: Failure to prevent unauthorized manipulation or alteration of goods .
    • C047/C048: Failure to provide officer access to goods or open containers for examination .
  • Record Keeping & Audits: Maintain all required records for goods in bond, conduct internal audits to ensure compliance with the Customs Bonded Warehouses Regulations, and prepare for external CBSA audits.
  • Re-export & Transfer Management: Oversee Type 21 (Ex-Warehouse for Export) entries for duty-free removal and Type 30 transfers for goods moving between bonded facilities .
  • Team Training & SOPs: Develop and implement Standard Operating Procedures (SOPs) for warehouse entry processing. Train warehouse and entry staff on compliance requirements, manipulation rules, and security protocols.

Qualifications:

  • 7+ years of experience in Canadian customs brokerage and experience with air and ground services.
  • Certified Customs Specialist (CCS) or Customs Compliance (CTCS) designation.
    It is essential as Qualified Officer to have Passed the CBSA Professional Examination.
  • In-depth knowledge of the Customs Act, Customs Bonded Warehouses Regulations, D-memoranda (D4, D7, D17 series), and the Administrative Monetary Penalty System (AMPS).
  • Proven experience resolving AMPS penalties and leading CBSA compliance audits.
  • Strong analytical skills for troubleshooting entry discrepancies and duty calculations.
  • Proficiency with ACROSS and CargoWise customs entry software preferred.

Salary Range: 85K – 100K
